Can you start a dynasty for a team, set recruiting to automatic so if you want to play 1 or 2 games per week for different teams across the country?

Well, are you controlling those teams on a full time basis? If so, yeah, I think so. If you mean just popping into random games, I don't think so.

I know in offline you can play other games during the week, but can recruiting be automated?

yes. CPU recruiting assistance is on by default I believe. it's under recruiting strategy I believe.
