Player Rating formulas, does anyone know them?

I just checked out Pocket Scout. It is indeed very useful, although maybe a bit cumbersome to enter the rating info for each individual player. Still, I wonder where Pocket Scout got its formulas from.

Is there anything like this available for the pc?? I can't seem to find any formulas for players ratings anywhere.
