Can you replace them in a offline dynasty? I'd love to add Montana, Delaware, and so on..

yep, it will ask you if you want to replace current teams with the teambuilder variety. i took out the sun belt and made the big sky conference.

Can you replace the FCS allstar teams?

The answer to the OP is no, you cannot replace FCS teams.
