If you, or anyone else, could please explain...

I mean, I know a patch can address just about anything, but what does a tuner set deal with?

A tuner set is like a mini-patch. It is like EA's version of their own sliders for numerous things. Patches are more advanced because they can fix glitches, add content, and more advanced changes.

NCAA 10 had 3 patches, so I assume they had to paid for the 3rd one. I have no idea how much they charge though.

No, Microsoft charges EA for any patches after the first two.

It seems though that EA can issue as many tuner sets as they want or need too. I'm sure they're hoping that they can address an issue like the pump fake glitch in a tuner, rather then a patch, since they probably don't want to have to pony up any money for a third patch like they did last year.

The money is so Microsoft can get money back for the testing and also so they "punish" developers for releasing buggy games, which could turn people away from their hardware to the other.
