CPU playcalling

Why is the CPU so stupid when it calls plays or throws the ball? I'm talking about running on 3rd and long, randomly throwing backwards so the incomplete pass is a fumble, fake punts on 4th and long.

Seriously, is it that hard to program the game to think more logically on passing more when you're behind or have a lot of yards to go, keeping the fake plays rare and not run in the 1st quarter randomly, etc?

Also, on 4th and inches, I just saw QB throw a bad pass while standing ON THE FIRST DOWN LINE WITH NO ONE AROUND. Wtf? Why would he just give up a new set of downs when he could take one step across the line?

Yeah, I get a lot of balls thrown to the flats on 3rd and long... the CPU runs a lot of draws on me on 3rd and 4th and long but they actually WORK!
