In-Season Progression Does Not Work In NEW Dynasties

I imagine it was done that way on purpose, in order to minimize the effect on the default roster players that are for the most part overrated in comparison to the incoming recruits. Over the course of a multi-year dynasty this should help to balance the gameplay.
