These are a mess, there's just so many. There is most certainly a handful that could be bumped up to bottom of that 4* group and a couple who could be top quality 2*.

Iowa State
Washington State
Duke

I felt good about these, maybe shuffle the top 3-5 around. Possibly trade one or two up.
Looks pretty solid but LSU is a 6-star

If I were to do Boise and TCU they'd be 4* without even looking back

I wanted a majority of the teams to be 3*'s just for the fact it levels out things somewhat, just doing a quick scan of Non-BCS teams there would probably be no more than 8-10 3* teams (excluding Boise and TCU). Majority being 2* programs.

Prestige matters for recruiting only. If a team is pulling in op recruits, they should be a 5 or 6. If they're not getting any recruits, 1 or 2. It's that simple.

If this is only based on recruiting, then Georgia is at minimum a 5* program. They may not have made the most out of their talent recently, but they are consistently in the top 10 in recruiting rankings.

If it is recruiting based, Boise St would be a 2 or 3 not a 5, TCU a 3 or 4 not a 5, Notre Dame would be a 6, Stanford would be lower, North Carolina higher, Northwestern would be a 2, Air Force, Navy and Army would be 1's, and so on and so on.

You cannot base prestige on recruiting classes without accounting for schools benefiting from being in a good recruiting state.
