I personally had a tough time building up Colorado State...
I had back to back to back national championships, but could not get any good recruits.
I played full seasons, but I could never get good players to come to the school no matter what, but I did like the challenge year after year, trying to win every single game, because every single one mattered

I would guess a team like Idaho where you have such a limited supply of local recruits would probably be the toughest. They do usually have california as a pipeline but there they have to fight out of state with the likes of USC, Stanford, UCLA, etc. Any of the weaker schools in the big time states will have a clear advantage picking through a wide variety of less prestigious recruits giving you a much wider selection from which to find your diamonds in the rough meaning more of them potentially out there to grab.

Also, I think last year they only had 2 rivals and one of them was boise state who is much better so until you can beat them consistently the winning record against rivals is not a great option. Also, with boise state around winning the conference is far from an easy task. That is 2 promises that some other teams can make and keep a lot easier to help with recruiting.

I think the only other ones with close to that difficulty would be the weakest teams in the tough conferences just because there you will have a tough time battling for wins.

In the 2009 ncaa game i had san jose state and FIU both in the same dynasty and FIU made it to a 5 star school in top 10 and SJSU was a 4 starcin the top 25.
