make all players have 99 acceleration? Having it lower helps players get at top speed faster so does that mean they all accelerate the same when it is at 0?

No it makes the difference in speed greater. For instance a 99 speed will always be faster than a 90, but with threshold at 0 it will show a greater difference than if higher.
