How to tell if someone has restarted a game?

In OD, how do I tell if someone has quit a game and restarted and how do I go about throwing these results out?

Do you guys give people one restart a year or is anything like that common? I don't like the idea of giving any restarts. Play the first time through. If you lose ya lose....

Dynasty central screen will show if he restarted under his username.

Just remember that some people are experiencing freezes and/or transfer failed errors. I generally give ya one or two, but I am playing with people I trust

Yep. The Commissioner in my OD's give you 1 restart if your game happens to freeze.
