Is it possible to strafe as a WR/TE for jump balls and what not in NCAA 12? If not, does anybody know if it's in for NCAA 13?

I believe the technical term for this is "Rocket Catching". and yes it is possible in NCAA12. I'm not up-to-date with latest information for NCAA 13 but I assume intil notification that "Rocket Catch" will be in NCAA13

No you cannot do it in NCAA or Madden 12.

So many times I have tried to go for a jump ball and strafe like I can with a DB using LT/L2 and he doesn't turn around.

No it's not in though it should be. And rocket catching is the sliding into position motion to catch a ball on the run.
