if you play in offline dynasty with UTSA or Boise st will they switch conferences in year 2 like in real life?

Only if you make them switch conferences. Otherwise no.

From Year Two and beyond, you can't really simulate real life. NCAA has a minimum of 4 teams per conference; as it stand now in Year 2 the WAC will only have New Mexico St.
