Is this a glitch..?

I am online right now and before the game started all his guys is huddled up before kick off and the game hasn't even started yet. I can move my guys so the game is not frozen but he isn't kicking the ball. I sent him a few messages but he hasn't responded. How can I stop this...?

Yeah, this is a glitch. You could try offering a friendly quit, otherwise just wait and the computer *should* force a kick-off. If it doesn't then there really isn't much you can do other than quit out
