What I do to keep recruiting from getting too easy and making the game too easy is as follows:

1) I can only recruit at my star level or below so for instance with a 1* school, just 1* recruits. At a 3* school 1, 2, or 3* recruits.

2) I can only recruit 5 of a given level of recruit above 1*. For example as a 3* school I can only recruit 5 3* recruits, 5 2* recruits, and then fill in with 1* recruits. I do allow myself to move any empty spot on a level down to a lower star number but that will mostly only be when I get to 5* recruits that will happen but for instance if I am a 6* since there are no players that level I can go after 10 5* players but hey, I am a 6* by that point so it seems fair.

3) preseason I only scout players from pioeline states and only count as many pipeline states as my star level so for a 1* team I just get 1 state to scout and it has to be a pipeline and usually my home state

The hardest thing is taking the worst team and turning them into something using a completely different playstyle. For example turning one of the D teams into an option powerhouse like GT, the qb(and everyone else) most likely are slow

Wyoming could be an interesting choice based on your criteria: its out of the way, has a current roster that's decent in a decent conference, and doesn't have a lot of history. As mentioned, Minnesota could be a solid choice.

But I think you should consider canesfins suggestion of a service academy. You could run with no red-shirts (I would even go as far as to say you can't even make the no red-shirt promise) and obey their physical requirements (no 275lb linemen). Would be a real challenge.
