Uniform store

I'm thinking of getting NCAA 13 for my son for Xmas. What's the deal with this uniform store? I haven't been on here in a while. I have a PS3.

Is there a cost to downloading the uniforms?

Any details are appreciated.

EA released on free uni pack of "default" uniforms (w/11 schools)

The other 3 packs they released (and one more coming on the 19th and one in January) are all of one-off special uniforms and are $1.99 (2-3 uniforms per pack).
