OS has created a separate forum for both downloading and discussing roster files: the Rosters and Downloads Forum. If you look in the Available Files Index, you'll see a list of everything available for download, including a number of rosters for NCAA Football.

There is also a FAQ available that should answer all your questions about the Action Replay and the Sharkport/X-Port.

All discussion of roster files belongs in that forum.
