Ok here is the map I used to make my regional set-up..... I used the Southwest and the Southeastern states as my South and East Region and I used the remaining states as my North and West Region.... With this set-up you can get exactly 63 teams in each of the 2 regions which splits all the teams down the middle.... Still trying to finalize how I want my tiers to look but will post when I get them finalized..
