Ballhawk broken in RTG?

You must time it right and just anticipate the ball in air and hold Triangle (Y) not tap

It may be turned off in road to glory don't play the game mode so I wouldn't know.

the problem may be jump rating. I remember in years past when you made a DB in RTG they would have a ridiculously low jump rating and it would make it hard to trigger interception animations.
