I think you're seeing your rivals and local teams fall off because you're taking the best recruits from your state, and the states around you. The majority of talent in the game seems to come from that southeast and Texas region. I wouldn't be surprised if your top 25 is made up of teams surrounding the big states that you don't recruit in. So figuring you probably have the southeast locked down, that only leaves California and Ohio.
