Recruiting as a Coordinator

I want to start a dynasty as an Offensive Coordinator, but I don't want to recruit for the defensive side of the ball. Is there a way I can just allocate points to the players I want on offense and have the CPU recruit the defensive players I placed on my board without them adding new players?

Also, is there a way to turn scouting off? I feel it's too easy to find good players when u can fully scout them. Every time I set my board in the pre-season and advance to the regular season, the CPU auto scouts all my prospects, which I hate. Any way around this?

The no brainer would be to add 20 guys you won't pursue, scout them to use up your time, remove them and add your guys.
