Can you customize a conference in your dynasty after the first season has ended and before the second season begins or does it have to be done at dynasty creation? Can you create a recruit in each offseason of can that only be done in the beginning as well?

The answer to both questions is yes, both can be done each off-season

You can customize conferences and create recruits before the start of every season.
