I don't know if the changes to recruiting have fixed this problem but in previous games around week 5 or 6 you could search for recruits that still hadn't narrowed their top 10 and in most cases you could sign a great player outside of your pipeline. Thats how I have managed to rebuild many of my 1* teams in the past. I just recently fired up NCAA '14 for the first time and after only 2 weeks of recruiting I found a 2* QB that jumped up to a 79 overall after scouting (I didn't notice how much of a jump he made). I didn't even know this was a new feature but I think its awesome. For some reason nobody wants to come to Washington State.
