You start with 100% budget. Then you allocate a percentage of your budget to training, discipline, and recruiting. There is no actual dollar amount.

I guess you get a certain amount of points and its up to you to decide which areas to focus those points upon. It's a pretty nice addition, it really makes it so you can steer the program in whatever direction you choose.

The budget allows you to put a percentage (out of 100) towards discipline, recruiting, and training.

Like:
Discipline - 30%
Recruiting - 50%
Training - 20%

And oddly enough, that player in the pic that is transferring (Nic Luke) is actually transferring prior to this coming season! I believe he's going to TSU. Spooky...

I wonder if they make transfers sit out a year like in real life unless they move to 1-AA.
