Yeah I usually play it safe and put at least 10k on my favorite recruit and 5k on my second choice. That’s probably too cautious, but I hate missing out on somebody I really need.

Several years into an offline dynasty and as expected my Auburn team had elevated to NC level with repeated #1 recruiting class. And then year 2018 happened: 5 guys where I was #1 and scheduled to visit wk-14 (Bama) took visits earlier and auto-committed to those visit schools.
More odd things happening with recruiting (teams gaining ground w/o pts committed while I was giving pts; guys I was #1 for all season, up 1500 pts, not signing in regular season), and so in offseason decided to experiment a little, turning off auto-save and redoing pts allocation.
Learned one really, really strange thing: there are teams that the CPU raises and lowers pt allocation for depending on your pts: Up 800 or so pts on CB over ND but they signed him 'winning' by about 200 pts, so I re-did and upped my pts. They signed him, by about 300 pts. Re-did and upped my pts to over 2000, they signed him by 700 pts. re-did allocating 5000 pts, they signed him by more than 2000 pts. I lowered my pts to 500 (remember, up 800 already), and they won by 175 pts.
Wasn't interested in him enough to experiment with 10,000 pts, but didn't know CPU was doing this in the background: deciding in advance of pts allocation which team a recruit was going to sign with.

Like others have said, if you get to off-season with 5 or more guys you have to pick 2-3.

What I found out after Signing Day:
Duke bid 11500 on 1 player
TCU bid 12900 on 1 player
Ia St bid 9950 on 1 player
USC bid 9950 on 1 player
WVU bid 'all' 2980 on 2 players
Bama bid 4985 equally on 3 players
Miama bid 2910 on 3 players
FSU bid 3000 on 5 players
Okla bid 2960 on 5
PSU bid 2600 on 5

So some teams go all in on one, while others spread it out. But it looks like no one goes for more than 5, and the most common bids were on just 3 players.
Wish I had been keeping up with weekly total pt bids, but looks like Bama/FSU get 15K pts, TCU/Mich/PSU/Okla/OhSt not quite that amt, USC looks to be at 10K max, WVU ~ 6K (?????).
And it looks like unfailingly teams spreading it out will give equally to however many, 3 or 5.

Also don't forget that, with the increases in the skill ability for more offseason points ("Letter of Intent"? I can't recall the name), you have an increased chance to steal a prospect form their top school. So it stands to reason that, if CPU schools have put ranks into that skill, then they get that chance to steal a prospect.

Of course, they usually get the prospect because they put in a bunch of points, but there's also that steal chance that happens.
