BruteForce Save Data - Can't Download for Playoff Mod

I am trying to redownload the BruteForce Save Data application to be able to do the 4-team playoff mod. However, i get a message that "The file does not have an app associated with it... etc."

What exactly do I need to do? Is there another route other than this program?

After the download? Is is a RAR extension? That would mean you would need to download and install an application named WinRar (assuming Windows). A ZIP extension should open in Windows version 7 or later (I believe).
