According to the press release, FCS schools aren't going to be involved in this game. FBS only. So my comment was correct as stated in regards to this video game.

CLC has the licenses to most colleges, conferences, and bowl games (including the CFP Championship). They also have the rights to the Heisman trophy. However, they don't have the rights to Notre Dame, Ohio St., or USC.

Well this says simulation college football games. So 2K could make a "college game" but it couldn't have any of the team names, uniforms, stadiums, logos, etc that the press release mentions. And if it doesn't have any of that then it really isn't a college football game, unless they make an FCS game.
