Need help in devloping an attack

Basically I have no offense in this game. I am using a lower level team and trying to build them up. I don't know if that is what is making my attack so bad but the only goals I score are 1v1 with the keeper. I like to use short passing to build up my attack but I can't do that this year. It just seems that no one is ever open once I get down into attacking side of the field. Any help guys?

This usually happens when I'm not in a creative state. Sometimes it's no good to pass immediately. Sometimes you need to bait a guy and make him miss to create new openings.
