"Cannot sell more players ... "

It seems that I am only allowed to move 10 players OFF of my team per year. This is evidenced buy the "the board is concerned about changing the team core" message thing. I like to improve my team through scouting - so I often have an interest in "cutting some of the dead weight" to make room for stronger players.

My question is ...

If I choose to not re-sign a player at the end of the year (so that he will not return to my team) - does this count as one of my 10 player moves?

The "do not re-sign him" plan is a bad idea in the sense that I do not receive a transfer fee for the player who leaves ... but it could be a good idea if his leaving does not count against my 10 movable options.

gotta do a combo platter. cut off the guys that you will get next to no money for, sell those you can. but not re-signing a player did not seem to count against the limit the board puts on you from my experience.
