This is something that's in PES 2015, and I'm hoping its in FIFA too.

I'm assuming you mean the FA cup? If so then no that is not a feature in FIFA15

FL Championship, there's also FA Cup and Capitol One Cup too. Hopefully it's a feature, it would be cool to put a team into the Premiere League.

Yes, FL Cup as I guess PES refers to it means that you won the playoff in the Football League (FL) Championship, which gets you promoted to the Premier League. You are correct this is in FIFA, as you can get promoted from the Championship and relegated from the Premier League.
