US Centennial Kit question

Does anyone have this kit? I reached level 26 (I believe thats the level) and I unlocked the kit in the catalog, and I have every kit except this one... Am I the only one that has this issue? I'm playing on Xbox ONE.

I'm wondering if the system has anything to do with it because I have yet to come across anyone I've played against to be wearing it and I went through 100 pages of Transfer List to find it, but it didn't come up.

Well, that sucks (for me). Is there anyone on Xbox ONE who has it? Again, I've yet to play someone online who was wearing them and I'm certain I should have come across it by now.

Is there anyway you can possibly "gift" this to me? As I've said before, I can't find it ANYWHERE on the transfer market and when I reached the level to unlock it, I had EVERY kit except for that one for whatever reason.
