Scouting Network Question

Last year when you started with a league 2 side and scouted for starting 11 players it would spit back league two caliber players even after 5-6 years of working my way to the BPL. It really made it harder to scout players when the starting 11 players it gave me were rated in the 60s. Has anyone made it far enough into a career to notice if this is still an issue? Or has the scouting been changed again? I am still enjoying my current manager career so I havnt picked up the game yet but was curious if this was fixed.
