Would I be able to download a mod for FIFA to a thumb drive and then load it up onto my PS4? There is a new transfer mod out which allows more transfers throughout the league and I hope I could use it being that the current transfer system is complete crap.

No. Only on pc and to a small extent, xbox 360.
