Penalty time scaling slider

I just started a season in NHL 11 and dont see the penalty time scaling slider when I try to set up my gameplay sliders. This is only availble to adjust when I start a game and go to the game settings. ANyone know why this can only be accessed from in game and not before?
ANy help would be appreciated.

It's Been Disabled for Season :< But Other Modes Have it =P
.but Be A GM Don't Have a Be A Pro Strategy Adjustment =p ( Cause it's Just for Be A Pro And Be A NHL Player )

It's in season mode.
You have to start a game then change it from the settings menu there.
It will give you the option to save that setting as well.
