A while ago I tasked a developer contact of mine to create a new NHL editor that could do NHL Legacy but with more features than NHLview. This editor is still very early as a test/concept but I am making the source code and files available for anyone wishing to develop their own version. I do not currently know the timeframe for my developer to continue work.
The end goal of this new editor was to make an editor that could create players, change their attributes but on top of this edit their career stats such as goals, assists and all the numbers and stats that Franchise/GM Mode enthusiasts love. This was to help keep the older games alive as many people still prefer the older engine and gameplay over the newer frostbite era.
We then wanted to add a portait changing feature so pictures could be changed to completely allow older players to be overwritten, as this process is very time consuming to do at the moment. Within the PC community there are still people who play a modded NHL Legacy via RPCS3 emulator, or those that like to transport NHL roster downloads to their consoles. Having the new kits in NHL Legacy with modern rosters is a good achievement for any community this tool was for them.
There are still a lot of players playing the older NHL games like Legacy and a small selection of talented people keeping Legacy upto date with modern rosters year on year.
So here is the editor. It still needs a lot of work and development. My developer contact managed to get a lot of the features in that were in NHLview. The career stats/numbers is a work in progress and doesn't work very well but its kind of there, which was something that never made it into NHLview. I am happy to discuss and talk more but I'm an IT hardware tech and manager by trade not a coder/developer just for info.

I want everyone to have access to this in the hope work can continue and some talented/generous developer can create a tool that the community NEEDS. Hopefully one day my developer can pick this back up, he might already be doing it we don't speak often but he has a family and day job that take up his time.
I do have another developer working on an NHL 2k10 roster editor using Snowdrifts source but this is an unrelated project that continues.
