they are automatically assigned if you are talking about in GM mode. In BAP mode you assign them yourself.
They are used to improve players skills obviously.

No, when you play online. Sometimes when you are playing an opponent there will be an icon next to my gamertag that might say 10 and the same icon next to my opponent's name might say 12. Do these skill points go hand-in-hand with my online player rank?
