What do the upgrades do specifically and what's the best order to increase them by

I take it you meant the amateur scouting, pro scouting, medical and assistant coach?
Amateur Scouting - Your overall accuracy in successfully scouting players that are going in the upcoming draft
Pro Scouting - Ability to accurately depict what teams are looking for in trades.
Medical - Prevention of injuries.
Assistant - Recommendations regarding ingame injuries (whether to sit or keep playing).
I think that's all of them. -

I enjoyed the way upgrades worked as far back as NHL 2004, when you could see the difference upgrades make. I don't see any major differences in the upgrades now. I just upgrade scouting and assistant coach, don't see much point in the pro scout and very little with medical.
There were so many specific options with the older games...
