Choppy framerate

Very choppy frame rate towards the middle bottom of the screen during gameplay. Only started happening on a new tv. what is causing this? I read something about the internet connection being an issue but this is for offline gameplay.

basically the screen resolution is messed up on the bottom half of the screen.

Sounds to me like DEMO MODE is activated on the TV. Probably some 120/240hz interpolation mode is active creating that choppiness.
