Statistically, yes.
However, in game I've noticed players react to strategy than more so their individual talent/real life tendencies. You don't see much of a difference in how they skate,deke,charge the net etc. The only difference is bad players lose the puck more when they do the same deke, or are slower, and miss the net, if you kept the sliders at default. There is an attribute effects slider though, so you can adjust that to get a bigger difference from the top players to the bottom players. I'm not a cpu vs cpu person but I think if you find the right slider set it can be enjoyable to you, I'm enjoying the game playing player lock with my adjusted sliders.
