Okay, well I can confirm that neither of those things are true, at least for me.
I've never quit a fight, and I can provide a screenshot showing that my DNF% is still at 0 just to prove it. As far as being matched up with the same opponent, that didn't happen either. This penalty modifier continues to happen to me consistently no matter who I'm fighting against. Plus, as a player we have no control over who we're fighting against, so wouldn't it be really silly if we're being penalized due to the game having poor matchmaking?
Last night I had a fight where I lost 3 points from the Penalty Modifier, and then I lost 4 points in my next fight after that. Both fights were against different opponents, and I took screenshots of the results so I can prove I didn't quit.
I'm not trying to give you a hard time. I just wanted to bring this to your attention because I'm sure this is some sort of error that needs to be corrected, and you're the only one I can speak to about it.
Please look into this, and again, I can provide screenshots proving it has nothing to do with quitting or with being matched up with the same opponent consistently. It's definitely an error that needs to be fixed because it's costing me (and I'm sure others) a lot of rank points.

OK, sorry for the delay. I was finally given all the details on this penalty modifier.
The penalty modifier applies when any one of the following are true:
1. You've recently won against the same opponent too often.
2. Your recent DNF % is too high.
3. You've recently won by DNF too often.
These are all anti-cheat measures.
Obviously 1 and 2 can occur to people naturally who aren't cheating, and their occurrence is out of your control.
But this approach was determined to be the most effective way to deter and punish cheating.
It should be tuned so that the natural occurrence of these criteria is rare.
If that is not the case I'd be happy to report that sentiment back to the guys who own this part of the game.
Hopefully that clears it up at least.
