For those not familiar with the online courtesy levels in PES 2013, Konami has posted a blog explaining them.

While they obviously can't reveal every detail, to keep the exploits down, they do explain each tier in their courtesy level rating system, effects of low courtesy level, alerts and how to report players.

I like this idea, I wish that their matchmaking was up to par though, it's horrendous.
