I would, I think it would be cool, it could even be an alternative game. instead of NFL and NCAA, do a bogus Pro League and a HS football. I think i would like it better than a bogus NCAA game.

OK,
1) there is NO such thing as a High school license... you'd either have to go state by state, or more likely school by school

2) in order to have enough interest the game would have to be in depth... good luck with that... either they'd need some insane level of customization and user-supported editing (add-ons) or they'd need some sort of mythical storage medium to handle the size of the files.

3) you'd have a hard time selling such an odd game... and you have thousands upon thousands of schools in the United States... I don't think too many people are going to be satisfied with the regional giants... I know I'll be damned if I played as anything other than my high school.

Doubt it. To even consider it, it would have to have all the teams from my city... NYC. I wouldn't have any interest in playing with HS teams from other cities or states. Even if it had all the NYC teams, I've been out of HS so long, I probably wouldn't be interested.

I'd prefer to see a generic pro league.

I would like to see TT/VC take this great gameplay and presentation (with ESPN squeezed sadly out of it, of course), add the intensity of the Blitz league and churn out a fictional league that we gamers can embrace just as enthusiastically as we used to with the NFL (before the Licensing Wars left so many corpses rotting in this new version of Monopoly).

Patman raises some very legitimate concerns, as the sheer number of high schools makes it far from practical as a game. And unlike college, where interests in schools might sweep from coast to coast, high schools allegiances tend to be focused in a very tight geographical circle that is confined not to states or even cities but limited to neighborhoods.

As a resident of Portland, Oregon I have zero interest in playing a game between two Florida high schools. But I for one, am always captivated by the Florida colleges (Florida, Florida State, Miami). It would also have limited appeal since TT/VC can't do a college game, so there would be nowhere for your high school grads to go.
