If you turn quickly, you will slow down. The faster you run, the slower you turn. The slower you run, the faster you can turn. This is momentum.
Now, I've seen a bug where the back will just stop JUST after he receives the handoff. There is also the effect of running into another player that slows you down.
Past all of these, I have not seen any other slowdown. I would think the handoff one is a bug that will be gone by the final version. All of the others are as they should be or as Sega has them designed for the game.
