I have also noticed this flaw but only when I use controller configuration A.

No, you don't have to be touching anybody. I've jumped straight into the air with nobody around. However, it works when engaged as well. I found that out because I was running downfield, and came to a blocker...I tried to use R & L to swim around, and ended up launching in the air. Next kickoff, I tried it in the open field...same deal.

I have yet to hit X and have him jump up on his own, though...as long as I'm not hitting the triggers.
