There are no historic rosters that I know of for ESPN NFL, for either PS2 or ESPN. We don't have any at OS, nor have I seen them on any other sites.
There is a memory limitation on the Sega titles - not all players can be named. In fact, I'm not even sure a single complete team can be named. Since the guys who create rosters are usually completists, I don't think anyone did one because they knew they couldn't name everyone.
