So I just bought the Action Replay and I'd like to know how to adjust the salaries on the game. I know I'll need the CD but is there anything else I might need? Any tutorials?

You'll need the editor to change salaries/contracts. Double click on a player, click the contract tab.

What about for teams?

You mean the salary cap? You have to load up a franchise file in the editor, click on the "$" icon then you can change it.
