I made a custom playbook for the Panthers, specifically for online play (they have virtually NO deep passing game in their base playbook). But I could not see how to load it when I went into an online game. I've seen people switch stadiums and such before, is this option only open to the host?

Are custom playbooks even allowed online?

Unfortunately no, they can't be used online.
