The deal for the cap is that player salaries are to be 65% of league revenues. That's how they set up the cap. Since revenues grow every year, so does the cap. If you know about economics, you know that if the salary cap amount was fixed and didn't change, it would actually be declining every year in real terms because a dollar next year is worth less than a dollar now.
