Formula for player ratings?

I was wonder what formula the roster gurus around here used to come up with the rookie player ratings.

its all a matter of opinion.. But when comparisons are made to existing Players, I use that as a base..

for instance Mike Williams is more a TO type of reciever.. quick and strong.. not blazing fast
