Why are some of the team ratings messed up?

One that stood out was the Bears' defense, it so low, there is barely a bar on the team select..

well because you can not change the position of the players like from FS to SS some teams do not have any SS on the roster because they were all originally FS or Cornerbacks or something else and the game takes that into account and gives the teams low ratings overall.

It's a pretty good roster, but for some reason Troy Brown is listed as a CB even though you allegedly can't change positions... I want to change him back to a WR but I can't seem to find out how.
