Aside from the fact the Franchise freezes, these rosters are golden. Question though- why are most of the Free Agents 0s?

All the free agents that are zero are veterans who didnt play in 2004 or were retired. I dont want the CPU to sign veterans. The only players in FA who are not rated zero are the remaining draft picks from 2004 who werent on any team's roster.
